Regulations on the Management of Graduate Students Status 

at Fujian Agriculture and Forestry University

(Revised in 2023)

(This is a translation of the official version in Chinese. In case of any discrepancy, the Chinese version shall prevail.)

 

Chapter I  General Provisions

Article 1 The Regulations are hereby formulated, in accordance with the guidelines including the Common University Student Management Rules (MOE Decree No.41), and the Charter of Fujian Agriculture and Forestry University toregulate the administration of graduate students, maintain normal education and teaching order, as well as campus-life order of graduate students, safeguard the legal rights and interests of graduate studentsand nurture socialist builders and successors with an all-round moral, intellectual, physical and aesthetic grounding with a hard-working spirit.

       Article 2 These regulations are applicable to the administration of graduate students who are pursuing common higher education at theUniversity(hereinafter referred to as “graduate students”).

      Article 3 The University upholds and strengthens the Party’s overall leadership, fully implements Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the Party’s educational policy. The University is committed to the fundamental principle of fostering virtue through education, with the core of ideal and belief education, to cultivate and practise the core socialist values, carry forward the excellent traditional Chinese culture, revolutionary culture, and advanced socialist culture, and to foster students’ sense of social responsibility, innovative spirit, and practical abilities. The University adheres to the rule of law in administration, pursues scientific administration, and strives to perfect the system of administration, standardize corresponding implementation, and integrate administration with educational nurturing, thereby continuously improving administration and service.

       Article 4 Graduate students shall uphold the leadership of the Communist Party of China, fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, have full confidence in the path, theory, system, and culture of socialism with Chinese characteristics and establish the common ideal of socialism with Chinese characteristics. Graduate students shall be patriotic, united, peace-loving, hard-working, courageous and self-reliant. Graduate students shall enhance their legal awareness, abide by the constitution, laws, and regulations, adhere to civic moral standards, follow the University’s administration system, and develop good moral qualities and behavioral habits. Graduate students shall study diligently, explore bravely, practise actively, complete the prescribed academic tasks, strive to master modern scientific and cultural knowledge as well as professional skills, maintain a proper academic ethos, and adhere to academic norms. Graduate students shall actively exercise to improve physical and mental health, improve personal cultivation, and foster aesthetic taste.

       Article 5 The University respects and protects the legal rights of graduate students, educates and guides graduate students to fulfill their obligations and responsibilities, and encourages and supports postgraduatesin practisingself-management,self-service, self-education, and self-supervision.

 

Chapter II  The Rights and Obligations of Graduate Students

       Article 6 Graduate students are legally entitled to the following rights during their schooling:

       (I).Participate in various activities arranged by the University’s educational and teaching plan, and use the educational and teaching resources provided by the University;

       (II).Engage in social practice, volunteer service, work-study programs, cultural and sports activities,scientific and technological cultural innovation, andreceive guidance and services for employment and entrepreneurship;

       (III).Apply for scholarships, grants, and student loans;

       (IV).Receive a scientific and fair evaluation in terms of ideological and moral character, academic performance, and obtain the corresponding academic certificates and academic degree certificates completing the prescribed studies at the University;

       (V).Organize and participate in graduate student groups, participate in school management in appropriate ways, and have the right to know, participate, express opinions, and supervise the affairs related to the rights and interests of the University and graduate students;

       (VI).Appeal to the University or the educational administrative department if there is a disagreement with the University’s decisions or disciplinary actions, and file a complaint or legally initiate a lawsuit against actions by the University or faculty that infringe upon graduate students’ right to education, personal rights, property rights, and other legitimate rights and interests;

       ().Other rights stipulated by laws, regulations, and the University’s charter.

       Article 7 Graduate students shall perform the following obligations in accordance with the law during their schooling:

       (I).Abide by the constitution, laws and regulations;

       (II).Adhere to the University’s charter and regulations;

       (III).Uphold academic ethics and complete the prescribed course of study;

       (IV).Pay tuition and related fees according to regulations, and fulfill corresponding obligations of obtaining loans and grants;

       (V).Abide by the students’ code of conduct, respect teachers, develop good ideological and moral character and behavior habits;

       (VI).Other obligations stipulated by laws, regulations, and the University’s charter.

 

Chapter III  Admission and Registration

        Article 8 Graduate students newly admitted in accordance with the regulations of the state on enrollment shall go through the enrollment procedures at the University with the admission notice and in accordance with the relevant requirements and prescribed time limit of the University. Those who are unable to enroll as scheduled for any reason should apply for leave in written form to their respective college in advance, and must attach relevant certificates. After approval by the college, the leave should be reported to the University for record. The duration of leave generally should not exceed 14 days. Those who fail to apply for leave in written form or whose leave is not approved and do not complete enrollment procedures within 14 consecutive days, except for justifiable reasons such as force majeure, will be deemed as a waiver of admission qualifications.

       Article 9 The University conducts a preliminary review of the qualifications of new graduate students upon registration. Those who pass the review have their enrollment procedures completed and are registered for their student status. If the review reveals that the new graduate students’admission notice, examinee information and other supporting materials do not conform to their actual situation, or there are other violations of the regulations of the national enrollment examination, their admission qualification will be revoked.

       Article 10 New graduate students may apply for retention of admission qualifications. There is no student status during the period of retention of admission qualification.

       (I). New graduate students who have any of the following circumstances may apply for retention of admission qualifications, with the submission of relevant certificates:

       1.Those who are conscripted into the military;

       2.Those who are diagnosed by a designated hospital as physically and mentally unsuitable for on-campus study;

       3.Those who have other special reasons that prevent their enrollment.

       (II).The retention of admission qualification shall involve an application by the individual, endorsement by the instructor,  review by the college, and approval by the University.

      (III).Upon review and approval by the University, the admission qualification may be retained for 1 to 2 years; for those conscripted into the military, their admission qualification may be retained for up to 2 years after their discharge.

       (IV).Those retaining admission qualification shall apply for enrollment in written form to the University at least one month before the expiration of the retention period. After the University’s review and approval, they shall go through the enrollment procedures. If they fail to pass the review, their admission qualification will be revoked. If enrollment procedures are not completed within time limitand there are no legitimate reasons for the delay due to force majeure, they will be deemed to have given up their enrollment qualification.

       For those retaining admission qualification due to physical and mental health reasons, they shall be diagnosed by a designated hospital as having recovered and pass the University’s re-examination before going through enrollment procedures. If they fail to pass the re-examination or complete enrollment procedures within time limit, their admission qualification will be revoked.

       Article 11 After enrollment, the University shall conduct a re-examination within three months in accordance with the regulations of the state on enrollment. The re-examination mainly includes the following aspects:

       (I).Whether the admission procedures conform to the regulations of the state on enrollment;

       (II).Whether the admission qualification obtained is authentic and in line with relevant regulations;

       (III).Whether the identity certificate is consistent with the admission notice and the examinee’s files;

       (IV).Whether the physical and mental health condition meets the medical examination requirements of the major or category of majors, and whether the normal study and life at school can be guaranteed;

       (V).Whether the professional level of art, sports and other special types of graduate students meets the admission requirements.

       If the re-examination reveals that the graduate students have fraud, favoritism and other situations, they shall be determined to be unqualified for the re-examination, and their student status shall be revoked; if the circumstances are serious, the University shall transfer it to the relevant departments for investigation and handling.

      If the re-examination reveals that the physical and mental condition of thegraduate students are not suitable for on-campus study, and they need to recuperate at home after being diagnosed by a designated hospital, their admission qualifications shall be retained in accordance with the provisions of Article 10.

       The procedures and methods for re-examination shall be carried out in accordance with the University’s relevant regulations.

       Article 12 The handling of canceling the admission qualification or student status for newgraduate students shall be reviewed by the college, re-examined by the Graduate School, and submitted to the Principal’s Office or a special meeting authorized by the Principal for research and decision-making.

       Graduate students whose admission qualification or student status has been canceled shall have their files returned to their home location by the University. Those who have transferred their hukou (household registration) shall have their household registration moved back to their original place of registration or their family’s registered residence in accordance with national regulations.

       Article 13 Within 14 days from the deadline for student registration set by the University each semester, graduate studentsshould present their relevant documents and payment receipts to their respective college to complete the registration procedures in order to be eligible for the study of current semester. In case of failure to register as scheduled, the registration suspension procedures shall be performed. Those who fail to pay tuition fees in accordance with the regulations of the University or fail to meet other requirements for registration shall not be registered.

       Graduate students with family financial difficulties may apply for student loans or other forms of financial assistance, and register after completing the relevant procedures.

 

Chapter IV  Attendance

       Article 14 Graduate students shall participate in the activities stipulated by the cultivation program and organized by the cultivation department on time. If they are unable to attend for any reason, they shall ask for a leave. Those who are absent without approval are treated as absent from class.

       Article 15 The attendance of graduate students is the responsibility of the college, with the University overseeing the process. Lecturers are responsible for recording attendance during teaching activities, and the college’s teaching management department shall regularly announce attendance records. Instructors and counselors shall strengthen the education and management of graduate students’ attendance.

       Article 16 Graduate students who are unable to participate in teaching activities as planned due to illness or special circumstances must obtain approval from their instructors and lecturers and complete the leave procedures at the college in advance. Sick leave must be accompanied by a medical certificate. Graduate students are allowed a maximum of 60 days of sick leave and 30 days of personal leave per semester.

       For sick leaves of less than 7 days, the leave must be approved by the instructor and reported to the college’s teaching management personnel and counselor for record. For sick leaves exceeding 7 days, after verification by the instructor, approval must be obtained from the leader of the college and reported to the teaching management personnel and counselor. Sick leaves exceeding 14 days must also be reported to the Student Affairs Department and the Graduate School for record.

       For personal leaves of less than 3 days, the leave must be approved by the instructor and reported to the college’s teaching management personnel and counselor. For personal leaves exceeding 3 days, after verification by the instructor, the approval must be obtained from the leader of the college and reported to the teaching management personnel and counselor. Personal leaves exceeding 7 days must also be reported to the Student Affairs Department and the Graduate School.

       When graduate students participate in major events organized by provincial-level or above administrative departments in teams organized by the University (such as disciplinary or scientific and technological competitions, large-scale cultural and sports activities, etc.), or participate in significant school events that conflict with teaching activities and require leave, the organizer should submit a written application with relevant certificate in advance. After approval by the Graduate School, the organizer should inform the instructor and report to the graduate student’s college for record. The duration of leave should not exceed 60 days.

      Graduate students going abroad for short-term study, studying abroad, or attending international academic conferences shall follow the relevant procedures as stipulated by national and University regulations.

 

Chapter V  Evaluation and Performance Records

      Article 17 Graduate students shall study the prescribed courses according to the requirements of the cultivation program and take the examinations of the courses they have taken according to the regulations; they shall complete the prescribed compulsory activities such as scientific research practice, teaching practice, social practice, management practice, academic activities, professional practice, etc.; They shall abide by the discipline of examination, and comply with the relevant regulations on the dissertation defence and practical examination. The examination results are counted in the transcript of academic record and filed in the personal files of graduate students.

        Article 18 The University records and produces graduate academic results of graduate students in a true and complete manner, and marks the grades obtained through make-up exams, retakes and repeating courses.

      If graduate students discontinue their studies due to withdrawal or other circumstances, the courses they have taken and the credits they have earned during study period shall be recorded in their transcript of academic record.

        Article 19 The assessment and appraisal of the ideological character ofgraduate studentsshall be conducted in the form of personal summary and democratic evaluation by teachers and students, mainly according tothe regulations in Article 4.

Article 20 Each course offered under the graduate student cultivation program and curricula shall be assessed. There are two kinds of course assessment: exam-based and non-exam-based. In principle, degree courses and compulsory courses adopt exam-based method; teaching programs such as social investigations, practical sessions, lectures, literature reviews etc., some experimental courses and elective courses may adopt non-exam-based method.

Examinations may be written (open-book, closed-book, or a combination of open and closed-book), oral, or a combination of oral and written, etc., in a form determined by the lecturer in accordance with the characteristics of the course. Comprehensive examinations may also be organized as needed.

Graduate students who are absent from the course for more than 1/3 of the total hours of the course could not participate in the examination of the course.

Article 21 Evaluation of Assessment Grades

(I) The assessment grades of graduate student courses shall be assessed and recorded according to the hundred-mark system. The assessment grades of other training courses may be assessed and recorded by a five-grade point system (i.e. excellent, good, moderate, pass and fail) or a two-grade point system (i.e. pass and fail), and the grades of disqualification, absenteeism, cheating and disciplinary violation shall be recorded as zeros.

(II) The calculation method of GPA (Grade Point Average) (five-point scale) shall refer to the measurement method in the latest Regulations of the University on Undergraduate Student Registration.

Article 22 Degree courses and supplementary courses will be awarded a pass with the grade of 70 , other courses and training sessions will be awarded a pass with the grade of 60, and training sessions with non-hundred-mark assessment will be awarded a pass if graduate students meet the assessment criteria. Credits will be awarded only if their assessment is qualified or above.

If graduate students fail to pass the exam, they are permitted to resit the examination once. Those who score 60 or above but less than 70 in the examination of degree courses and supplementary courses are allowed to resit the examination once at the beginning of the next semester; those who score less than 60 in the examination of courses can resit the examination once at the beginning of the next semester.

Graduate students who fail the assessment of the training session shall be reassessed.

Article 23 If graduate students are unable to attend the examination due to illness or other special reasons, they shall apply for deferment of the examination in advance, and the application should be approved by the instructor and the lecturer, reviewed by the teaching administrator of their colleges, and approved by the leader of the college. Unauthorized absence from the examination shall be treated as absence from the examination. No application for deferred examination is allowed for make-up courses, retake courses, or repeating courses.

Graduate students who have deferred the examination may take it at the beginning of the next semester together with the graduate students who have made up the examination.

Article 24 Graduate students who are under any one of the following circumstances shall attend the retake examination:

(I).Those who fail in degree courses and compulsory courses stipulated in the cultivation program after deferred examination, retake or supplementary examination;

(II).Those who are absent from the course for 1/3 or above of the total hours of the course;

(III).Those who are absent from examinations, violate the disciplineand cheat on examinations.

Article 25 Graduate students may apply for exemptions and have their grades recognized if they have passed examinations for courses in which they have taken the same class as graduate students in postgraduate education units prior to enrollment, provided that the content, study hours, examination requirements and the grading standards are the same as those for the current graduate student courses of the University. The grades for courses eligible for exemption shall be obtained within three years prior to enrollment to be considered valid. Courses that are highly practical and experimental in nature cannot be exempted. Exemptions from foreign language courses are regulated separately.

Article 26 If graduate students are required to take courses in another postgraduate education unit according to training requirements, it involves an application by the individual, endorsement by the instructor, review by the college, and approval by the University. The certificate issued by the postgraduate management department of the education unit will be recognized upon completion of the course.

Article 27 Forgraduate students who are required to take supplementary studies according to the cultivation program, the supplementary courses are included in the training scheme, but the credits taken in such courses will not be counted in the total credits. Graduate students who have taken the same courses as the supplementary ones set up by the University before enrollment and have passed the examination can apply for exemption. Due to the requirements of the thesis/dissertation, master’s candidates taking other undergraduate courses and doctoral candidates taking other master’s degree courses, shall only have the grades registered but not counted into credits.

Article 28 Course Assessment Grades are recorded into the system by the lecturer, and the graduate students can check the results through the system. The written academic transcripts are kept by the department offering the courses.

If graduate students disagree with the grades, they should submit the application within 7 days after the announcement of the examination result, with the endorsement of the college, the approval by the Graduate School and review together with the college offering the courses. Graduate students are not allowed to check the examination paper themselves.

Article 29 If graduate students terminate their studies due to withdrawal or other circumstances, and if they re-take the entrance examination within three years, meet the admission requirements, and re-enroll in the University, the credits they have already earned may be recognized upon their own application, with the endorsement by their instructors and colleges, and approval by the Graduate School.

Article 30 The University carries out integrity education for graduate students, records the integrity information of graduate students in terms of academic studies, scientific research, moral conduct and other aspects in an appropriate manner, and establishes a mechanism for restraining and disciplining dishonest behaviors; in the case of serious dishonest behaviors, appropriate disciplinary actions will be taken, and in the case of breach of academic integrity, restrictions will be placed on the obtaining of degrees, as well as on the awarding of academic titles, honors and so on.

 

 

Chapter VI  Transfer and Change of Major

Article 31 Graduate students are generally not allowed to transfer their studies or majors. Those who are unable to continue their study in the University or do not adapt to the study requirements of the University due to illness, special difficulties or needs may apply for the transfer. The details are as follows:

Graduate students transferring out of or into theUniversity must have the endorsement of transferring-outuniversities and the transferring-inuniversities. The application shall be submitted by the graduate students in person, agreed by instructors and training units, reviewed by the Graduate School, studied and decided by the President’s Office or a specially authorized meeting, and then reported to the Fujian Provincial Department of Education for the record after the public announcement is made without any objection. In case of inter-provincial transfer, the transfer must be negotiated between the provincial education administrative department in such two places, and in case of the transfer of hukou (household registration), the provincial education administrative department of transferring-in place shall copy the relevant documents to the public security organization in the location of the transferring-in university.

Graduate students shall not transfer to another university under any of the following circumstances:

(I).Those who have been enrolled for less than one semester or who have one year left to graduate;

(II).Those who transfer from a lower academic level to a higher academic level;

(III).Those who are matriculated through the directional employment-based enrollment;

(IV).The admission standard for the intended transferring school and major are higher than those of the current school and major;

(V).Those who shall be withdrawn from the University;

(VI).Those who are not within the prescribed length of study;

(VII).Other unjustified reasons for transfer.

Article 32 Graduate students who are unable to continue their studies in their original majors due to changes in majors or physical illnesses may apply for changing the major, typically within the first-level disciplines and professional degree categories. Graduate students admitted in special admission form shall not be allowed to change the major if there are relevant regulations in the country or if there is a clear agreement with the University before admission.

The application for changing the major shall be made within the first academic year by the graduate students in person, with the endorsement of the transferring-in and transferring-out training units and instructors, and shall be reviewed by Graduate School and approved by the head of the University in charge, and the relevant formalities shall be carried out after the public announcement without objection. Graduate students who have changed the majorwill be cultivated in accordance with the cultivation program of the major to which they have changed.

 

Chapter VII Suspension and Resumption of Schooling

Article 33 Graduate students shall be suspended from their studies under any of the following circumstances:

(I).Those who need to suspend classes for treatment or recuperation for more than 30 days as diagnosed by the designated hospital due to physical or mental health;

(II).Those who need to temporarily interrupt studies for more than 30 days due to special reasons and difficulties.

Article 34 Eligible graduate students who suspend their studies to start a business shall submit the application, negotiate with the University to determine the duration of suspension, and then proceed with the procedures in accordance with the regulations and the needs for entrepreneurship.

Article 35 For graduate students who join the army, the University shall retain their academic status until two years after the retirement from the army. For graduate students who participate in internships at international organizations, the University shall retain their academic status for a maximum period of two years.

If graduate students participate in inter-university joint cultivation program organized by the University, the University shall retain their academic status during this period.

During the retention of academic status, graduate students shall establish the management relationship with the army, university or other organizations in which they are actually stationed.

Article 36 The suspended graduate students shall proceed to complete the procedures for leaving the University. The suspension of schooling involves an application by the individual, endorsement by the instructor and college, and approval by the University.

During this period, the University shall retain their academic status, but they may not enjoy the same treatment as graduate students in the University. For graduate students who apply for suspension of schooling due to illness, the medical expenses shall be handled in accordance with the relevant national and local regulations.

Article37 Graduate students normally may apply for suspension of schooling for a period of six months. If they need to continue their suspension, they shall present the relevant certificate and follow the above-mentioned procedures for suspension. The total number of suspensions shall not exceed twice.

Article 38 For graduate studentswho apply for suspension of schooling or retained status, they shall submit an application to their respective college at least 14 days before the expiration date. They can resume their studies only after the approval from both the instructor and the college, and the review by the University.

For graduate students who suspend their studies due to physical and mental health reasons, they shall present a medical diagnosis certificate from a designated hospital to verify their recoverywhen applying for resumption of their studies. Also, it must be endorsed by the University hospital so that they can resume their studies.

 

Chapter VIIIWithdrawal from the University

Article39 Graduate students shall be withdrawn from the Universityunder any of the following circumstances:

(I).Fail inmore than 3 (inclusive) degree courses during the academic period, or obtain over 8 (inclusive) credits through make-up examination or retaking courses.

(II).Fail in the mid-term assessment, except for those who do not pass the mid-term assessment for doctoral degree in advance but are still being trained as graduate students.

(III).No resumption application is submitted within 14 days upon expiry of the suspension or retention period of student status, or the review results of resumption application are not up to the standard.

(IV).Unable to continue the study in the University due to illness or accidental injuries/disabilities, as diagnosed by the hospital designated by the University.

(V).Absence from teaching activities stipulated by the University for two consecutive weeks without approval.

(VI).Fail to register within the time stipulated by the University and also fail to go through formalities on postponed registration.

(VII).Exceed the prescribed study period by more than 3 months without completing the extension procedures.

(VIII).Fail to complete studies within the stipulated maximum length of study.

(IX).Study outside the mainland but fail to return to school on time without approval.

(X).Other cases in which the University stipulates that graduate students are unable to complete their studies and should be withdrawn from the University.

(XI).Voluntary application for drop-out.

Article 40 The withdrawal of graduate students is initiated by their colleges, reviewed by the Graduate School, and presented to the President’s Office or a specially authorized meeting for study and decision.

For graduate students who have voluntarily withdrawn or been administratively withdrawn from the University, the University shall issue a decision and send it to students themselves. For students who personally refuse to acknowledge receipt, the documents may be delivered through service in lien; for those who have already left the University, mailing may be employed; and for those difficult to contact, delivery may be made through public announcements on the University’s website, news media, and other means.

If graduate students apply for the dropout, they shall proceed with the withdrawal process upon in-person application, endorsement by the instructor and college, and approval of the University.

Article 41 Graduate students who have voluntarily withdrawn or been administratively withdrawn from the University, are required to complete the procedures within 7 days from the date of receiving the Notice of Leaving School.

If they are eligible for employment based on the existing academic qualifications and employment policies, the University will report to the local provincial-level employment department to go through relevant formalities.

Their files will be returned to their hometown, and their hukou (household registration) will be transferred back to the original place or the location of the family’s household registration according to relevant national regulations. For those who were employed before enrollment, their records and hukou (household registration) will be returned to their original workplace.

Graduate students who have voluntarily withdrawn or been administratively withdrawn from the University, cannot apply for resumption of schooling.

 

Chapter IX  School System, Graduation, Completion and Undergraduate

Article 42 The length of schooling is 4 years generally and 7 years at most for doctoral candidates, and 3 years generally and 5 years at most for master’s candidates.Graduate students are required to complete studies within the maximum prescribed period, including suspension and retention of school register. However, for those who suspend their courses to engage in business, join the army, or participate in China’s Far West Program and Postgraduates Voluntary Teaching Corps, the suspension or retention of school registration will not be counted towards the total study period with approval of the University.

Article 43 Graduate studentswho have completed the required content of the teaching program within the prescribed length of study, have completed the writing of the graduation (degree) thesis/dissertation and passed the review and defense of it, with qualified performance satisfactory to the graduation requirements will be allowed to graduate, and granted graduation certificates before leaving the University. Those qualified in degree awarding will be granted academic degree certificates.

Article 44 Graduate studentswho are politically and ideologically sound, and have completed the required content of the education ahead of schedule, with excellent performance and outstanding scientific research results, can graduate in accordance with the relevant regulations of the University upon in-person application, recommendation by instructors, and approval of the corresponding college and the University. They will be permitted to graduate from the University and granted graduation certificates.

For doctoral candidates applying for early graduation, they shall have completed a minimum of 3 years of study at the University. For master’s candidates applying for early graduation, they shall have completed a minimum of 2.5 years of study at the University.

Article 45 Outstanding graduate students, who have been selected and admitted to pursue the doctoral degree in advance, will not be awarded the master’s graduation certificates and academic degree certificates when they graduate from the University.

For graduate students who study for doctoral degree in advance, if they fail the mid-term assessment for doctoral candidates, they will be disqualified from this program. If it is really impossible to meet the requirements for doctoral graduation, they may transfer to the master’s program in the corresponding field upon in-person application, endorsement of instructors and colleges, and approval of the University.Those who meet the graduation requirements will be permitted to graduate from the University and granted the master graduation certificate.Those qualified in degree awarding will be granted the diploma.

Article 46 Graduate students who have completed the required content of the teaching program within the prescribed length of study but fail to pass the graduation (degree) thesis/dissertation will be allowed to wind up their studies and granted certificates of Completion by the University.

Upon winding up, graduate students may apply for another defense to the University within the stipulated maximum length of study. Those passing the defense will be permitted to graduate from the University and granted the graduation certificates. Those qualified in degree awarding will be granted the academic degree certificates. The time of graduation and degree awarding as indicated in the graduation certificates and academic degree certificates are subject to the certificate issuance date.

Article 47 Graduate students who drop out of the University will be grantedthe certificate of attendance if they have studied for 1 year, or the certificate of study if they have studied for less than 1 year.

Chapter XAcademic Certificate Management

Article 48 The University will issue academic certificates, academic degree certificates and other certificates in accordance with the form of study and the personal information determined and filled during the admission process of graduate students.

During the schooling, if there is a need to change personal information, such as name and date of birth, which is required for certificates, there should be reasonable and sufficient reasons. Additionally, supporting documents with statutory force shall be provided.

Article 49 The University will make great efforts to carry out the e-registration management for student status and qualification of higher education, refine its management methods, and promptly complete the e-registration procedure in accordance with relevant regulations.

Article 50 For those who violate national enrollment regulations to obtain admission qualifications or student status, the University shall cancel their student status and not issue the academic certificates and academic degree certificates. If they have already been issued, the University will revoke them in line with the law. In cases where academic misconduct, such as cheating, plagiarism, or other unethical means, is used to obtain certificates, the University will revoke them in line with the law.

For revoked academic certificates or academic degree certificates that have been registered, they shall be canceled based on the law and regulations. Also, the University shall report to the education administrative department for an announcement of invalidation.

Article 51 In the event of loss or damage to academic certificates and academic degree certificates, the University will issue the certificate upon the individual’s application and review by the University. Both texts are equally authentic.

 

Chapter XI  Reward, Punishment and Appeal

Article 52 The University will recognize and reward graduate students or groups who demonstrate all-round development of moral, intellectual, physical, aesthetics and labour education, as well as outstanding performance in aspects like ideology and morality, academic achievements, scientific innovation, sports competitions, cultural and arts activities, volunteering, and social practices. Those who violate laws, regulations or discipline of the University shall be criticized or disciplined according to the seriousness of the case.

Article 53 For thosewho have been expelled from the University, the party-government meeting of the college shall discuss the situation, and then relevant departments shall review it. Finally, it will be presented to the President’s Office or a specially authorized meeting for study and decision. The outcome shall be reported to the Provincial Department of Education for record-keeping.

Article 54 Materials related to the reward, treatment, punishment, and removal of punishment for graduate students shall be accurately and completely filed in the University’s documentation and the files of students themselves.

Article 55 Graduate students who disagree with the outcome of treatment or punishment canappeal to the Student Appeals Committee in the University within the stipulated time.

Article 56 The procedures and methods for reward, punishment, and appeals for graduate students are implemented in accordance with the relevant regulations of the University.

 

Chapter XII  Supplementary Provisions

       Article 57 Other graduate students, including those from Hong Kong, Macao and Taiwan, as well as international graduate students shall refer to these Regulations.

       Article 58 In these regulations, “above” and “not exceeding” include the number itself, while “within” and “exceeding” do not.

       Article 59 The Graduate School of Fujian Agriculture and Forestry University shall be responsible for the interpretation of these regulations which herein shall come into effect from the graduate students enrolled in 2023. In the event of any inconsistency between these regulations and other relevant documents, these regulations shall prevail.
