Interim Administrative Measures of International Student Apartments of Fujian Agriculture and Forestry University

Chapter I General

Article 1 In order to maintain a normal order of study and life in the International Student Apartments, to strengthen the daily management and logistics services of the International Student Apartments and to optimize the education environment, these Measures are established in accordance with the Provisions on the Administration of Students in Regular Institutions of Higher Education (Order No. 21 of the Ministry of Education), the Code of Conduct for Students in Regular Institutions of Higher Education and the Interim Administrative Regulations of Student Accommodation of Fujian Agriculture and Forestry University (M.N.L.D.H.Q. [2017] No. 16).

Article 2The Logistics Management Office is responsible for the unified allocation of accommodation resources of student dormitories, the property company is responsible for the daily maintenance of student dormitories, and the International College is responsible for the daily management of the International Student Apartments.

Article 3 These Measures are applicable to all international students living in the International Student Apartments of Fujian Agriculture and Forestry University, including students of degree program, students of non-degree program and all kinds of personnel who come to the university for short-term student exchange activities.

Chapter II Dormitory Occupancy, Adjustment and Withdrawal of Students

Article 4 All international students admitted by our university will be arranged by the International College to live in the International Student Apartments.

Article 5 After international students have paid the accommodation fee and signed an occupancy agreement, the International College will assist in arranging their occupancy. Students must register for temporary accommodation for foreigners at Huai’an Police Station within 24 hours after moving into the apartment. Upon moving in, the items equipped in rooms must be confirmed and the List of International Student Apartments Facilities and Prices must be signed. Any damage or loss during use shall be compensated according to the prices.

Article 6 In principle, international students must live in the International Student Apartments, and live in the designated dormitory buildings, rooms and beds. Without the approval of the International College, no one is allowed to move into student dormitories or exchange beds without permission. If there’s a need to change the dormitory, the student shall apply for change, fill in the Dormitory Change Application of International Students of Fujian Agriculture and Forestry University, and report to the International College to handle the change procedures after the approval of the instructor and the International College.

Article 7 Students living in dormitory shall pay accommodation fee and utilities on time in accordance with relevant regulations of the university. The accommodation fee for students of degree program shall be paid once every academic year and charged at the beginning of the academic year. Short-term visiting students shall pay the accommodation fee according to the actual accommodation. The fee will be charged according to the standard of the same type of dormitory, and the dormitory can only be available after payment. If students do not apply for withdrawal within the specified term, the accommodation fee shall be charged according to the relevant charge regulations of the superior.

Article 8 Students shall live in the dormitories arranged by the University, and students are not allowed to rent houses off campus. Certain students who really need to rent houses off campus due to special circumstances shall handle the dormitory withdrawal procedures as follows:

(1) The student shall apply for withdrawal of dormitory, fill in the Off-campus Accommodation Application of International Students of Fujian Agriculture and Forestry University, and report to the International College to handle the withdrawal procedures after the approval of the instructor and the International College.

(2) The student shall sign a written off-campus accommodation safety agreement and submit the rental contract and other materials;

(3) The student shall re-register for temporary accommodation at the police station where he/she lives and submit relevant documents to the International College for the record.

Article 9 The time for handling dormitory withdrawal procedures shall be two weeks before the end of each academic year, and it shall be within 2 weeks from the day following registration time specified by the university for new students. Beds of students living off campus will not be reserved during the off-campus accommodation period. If students living off campus plan to resume the accommodation in the university upon the expiration of off-campus accommodation, they must apply for accommodation 2 weeks before the end of the academic year, and handle the on-campus accommodation application procedures in the International College in time. If the application is not made on time, it will be deemed that the off-campus accommodation period is automatically extended, and all consequences arising therefrom shall be borne by the students themselves. Students living off-campus shall strengthen communication with the International College. The International College will visit the off-campus residences of students from time to time to understand the off-campus living situations of students.

Article 10 Students shall handle the dormitory withdrawal procedures in accordance with regulations for living off campus, suspension of schooling, dropping out of school and graduation. Before dormitory withdrawal, the student Accommodation Management Department shall check the condition of facilities, and handle dormitory withdrawal procedures upon verification and approval. Students handling dormitory withdrawal must remove all personal belongings from the dormitory within 7 working days after the procedures are completed. In case of any failure to handle the dormitory withdrawal procedures within the specified time limit without special reasons, it will be regarded as illegal accommodation, and the university has the right to require students to leave the dormitory within a specified time. If students break the rules to live in dormitory or fail to remove personal belongings within the specified time, the responsibility of personal property loss caused by the cleaning and maintenance of the dormitory shall be borne by the students themselves.

Article 11 According to the unified arrangement of the university or due to maintenance and other reasons, long-term or temporary adjustment can be made to student accommodation, and the students shall actively cooperate to complete the accommodation adjustment within the specified time limit. Students shall remove their personal belongings within the specified time after receiving the adjustment notice. If the adjustment procedures are not completed within the specified time limit without special reasons, the responsibility of personal property loss caused by the cleaning and maintenance of the dormitory shall be borne by the students themselves.

Article 12 During the winter and summer vacations, the International Student Apartments are available as usual. International students who need to leave Fuzhou (such as returning home, visiting relatives in China and abroad, etc.), regardless of the duration, must register in advance at the International College and provide relevant materials.

Chapter III Security and Related Responsibilities

Article 13 Students who live in dormitory shall consciously enhance their security awareness and legal sense, and improve abilities of preventive, self-management, and self-help and escape. Students who live in dormitory are obliged to promptly dissuade others from doing and stop bad behaviors that damage dormitory security or normal order, and report to the International College or the security department for timely handling.

Article 14 In case of finding hidden security hazards in the dormitory, students who live in dormitory shall contact the International College or the security office as soon as possible for timely coordination and handling. In case of a fire alarm or fire accident, measures such as extinguishing the early fire, reporting to the security department, calling the fire department (119) and organizing the evacuation shall be taken in time according to the actual situation on the scene. In case of criminal or public security cases, the students present shall protect the scene, report to the security office and the student accommodation management department as soon as possible and provide necessary assistance.

Article 15 Without approval, students are not allowed to accommodate visitors overnight. It is forbidden to accommodate the opposite sex or stay in the dormitory of the opposite sex. If property losses or personal injuries are caused to other students or community by the accommodation of visitors without authorization, the visitors shall bear joint and several liability for compensation and legal liability.

Article 16 Students who live in dormitory shall pay attention to theft prevention, consciously develop the habit of locking doors and closing windows in time, and must not lend the dormitory keys to others. It is strictly forbidden to change or add door locks without permission; and key loss shall be reported to the entrance guard and the International College so that the student accommodation management department will replace the door locks. If borrowing the dormitory keys, students must register with the entrance guard with a valid certificate and return keys in time. Students shall take good care of personal belongings, and shall not store valuables and large amounts of cash in the dormitory. In order to ensure the property safety of student dormitory, students shall register at the entrance guard with valid certificates when taking non-carry-on valuables out of the dormitory building; if it is found that students do not register actively, the dormitory entrance guard has the right to prevent students from taking non-carry-on values out of the dormitory building.

Article 17 All students living in dormitory who suffer from various infectious diseases stipulated in the Law of the People's Republic of China on Prevention and Treatment of Infectious Diseases shall report to the International College in time. In case of finding suspected infectious patients in the dormitory, students shall report to the International College in time to inform the university hospital to take epidemic prevention measures. Before being cured or eliminating the suspected infection, infectious patients, disease carriers and suspected infectious patients shall obey the medical guidance of the university hospital, and actively cooperate with the adjustment and arrangement of the accommodation.

Article 18 Students who live in dormitory shall consciously abide by the regulations on fire control and security management, and shall not damage firefighting equipment including fire extinguishers, fire hydrants, emergency lights, emergency exit signs and security equipment such as video surveillance cameras.

Article 19 Students who live in dormitory shall consciously abide by the laws and regulations and relevant regulations and requirements of university on fire safety, and must not place flowerpots and other items on balconies and corridors to prevent falling objects from hurting people; shall not keep pets in dormitory; must not play mahjong, gamble, take drugs, drink excessively, make troubles, throw explosive objects (bottles, glass liner, etc.); must not smoke and use coal stoves, alcohol lamps, candles, etc.; must not carry out fire operations such as burning paper and sundries.

Article 20 Students who live in dormitory shall consciously abide by the dormitory reception system and safety management system. Visitors must produce valid certificates and register in the duty room, contact the respondents by phone, and can enter the dormitory after the respondents confirm and inform the officer on duty. The reception of visitors must not affect the study and rest of others, and the behaviors that bother others or are indecent are forbidden. All visitors must leave the dormitory before 22:00 on the same night.

Article 21 The access control system shall be implemented in the student accommodation area. It is forbidden to enter the student accommodation area by climbing over the wall, and the intruder shall be held responsible for the injuries caused therefrom. Students shall return the dormitory on time, and those who return late shall show their valid certificates to the dormitory entrance guard, explain the reasons and register as required before entering.

Article 22 Students shall consciously abide by the relevant regulations on parking and electric motor car recharging in the student accommodation area, and must to ride shared bicycles and electric motor cars exceeding the standards into the student accommodation area. Compliant electric motor cars entering the student accommodation area must be parked and recharged in the designated area. After charging, the battery charger must be put away in time. It is forbidden to pull the power cord to recharge the electric motor car without authorization and bring the battery to the dormitory for recharging, and the violators shall be dealt with in accordance with student management regulations. Relevant departments of the university have the right to confiscate and clean up the privately pulled power cords and batteries brought into the dormitory for recharging, in order to eliminate potential safety risks.

Article 23 Students who live in dormitory shall respect the ethnic customs and religious beliefs of students from other countries, and must not discriminate against or slander the ethnic customs or religious beliefs of others. No religious activities such as preaching and religious gatherings are allowed in the apartment.

Chapter IV Accommodation Environment and Order

Article 24 Students who live in dormitory shall have the obligation to create a civilized and tidy accommodation environment, consciously maintain public environmental sanitation, and respect and cherish the work of the staff. Students who live in dormitory shall place the trash and hazardous waste in accordance with regulations; must not discard the trash or spit in areas such as corridors, windows, balconies, and external unit booths of air-conditioners; consciously take care of the public green space around the dormitory; must not pile personal belongings in public areas such as the corridors, roofs and corridor bridges of the dormitory which will block fire-fighting access and emergency exits. Those who violate the regulations and cause the loss of the belongings shall be held responsible.

Article 25 Students who live in dormitory shall consciously maintain the public order of the dormitory, observe the timetable, cultivate good living and study habits, and shall not interfere the normal life and study of other students.

Article 26 Conducting business or other related activities in the dormitory is strictly forbidden. No individual, unit or group may engage in various pyramid selling, business activities and other commercial activities in the dormitory. Students who live in dormitory shall be responsible for preventing peddlers or salespersons of pyramid selling from peddling items, distributing or posting promotional materials disorderly in the dormitory. Students shall promptly report to the dormitory manager in case of finding any person with suspicious behaviors. Non-business promotion activities must be approved by the student accommodation management department and posted or arranged in designated areas. Distributing or posting promotional materials disorderly in the dormitory building is strictly forbidden.

Article 27 When leaving the dormitory, students shall observe law and discipline and leave the dormitory in a civilized manner. Students shall pay attention to the public properties in the dormitory when leaving the dormitory, and actively cooperate with the staff to check public facilities and equipment.

Article 28 Students who live in dormitory shall abide by the convention on civilization of student dormitory and have the obligation to create a clean and tidy accommodation environment. The International College will organize specially-assigned personnel to conduct regular inspections of hygiene, order and discipline of dormitory, and the relevant results will be one of the bases for the award evaluation and the annual review of scholarship.

Chapter V Public Facilities Management

Article 29 The water and electricity facilities, doors and windows, glass, furniture and other facilities and equipment in the student dormitory building and dormitory are public property of the university, and shall be used and kept by students properly.

Article 30 The furniture for personal use in the student dormitory shall be kept by the user, and the furniture for common use shall be kept by the dormitory members by a division of labor. Without the consent of the International College, the furniture uniformly configured by the university is not allowed to be lent to others. The furniture owned by students or furniture from other places must not be brought into the student dormitory without permission, the furniture in the dormitory must not be disassembled or removed, and the furniture, facilities and equipment must not be lost, moved or damaged. When changing dormitories, public facilities and equipment cannot be relocated without authorization.

Article 31 In order to ensure the good condition of public facilities and equipment used by students who live in dormitory, the student accommodation management department is entrusted by the university to check and repair public facilities and equipment from time to time. Students who live in dormitory shall report to the property management company for repairs in case of damage or loss of facilities and equipment. The artificial damage shall be compensated according to the cost, and the responsible person shall bear the repair and replacement costs.

Chapter VI Use of Water and Electricity

Article 32 Conservation of water and electricity and the safe use of electricity are advocated. Students who live dormitory shall operate and use the electrical appliances as regulated. The electrical appliances (including terminal boards) used by students in the dormitory must be qualified products produced by formal manufacturers and certified by 3C. Students shall be held responsible for the purchased products without 3C certification or the consequences of improper operation. The electrical appliances uniformly configured by the university in the dormitory shall not be repaired or disassembled without authorization. The students shall be responsible for the consequences of improper use.

Article 33 The consumption of water and electricity is managed by quota. The university determines the quota based on the indicators of water and electricity approved by the price department. The consumption of water and electricity within the quota will be free of charge, and the part that exceeds the quota will be charged according to the actual consumption. The consumption of water and electricity is settled by each dormitory, and the free quota is allocated on a monthly basis, which is valid for current month; the consumption of water and electricity exceeding the quota is shared by the dormitory members according to the meter reading.

Article 34 The charging standard for excess consumption water and electricity shall be implemented in accordance with the relevant documents, and the purchase of electricity by recharging shall be adopted. When the balance of the purchased electricity bill is equal to 0, the power will be tripped and cut, and it will be automatically restored after payment. Upon withdrawal, the balance of the electricity bill will be returned to the bank card of student.

Article 35 It is not allowed to connect network cables, pull wires, connect sockets and use high-power electric heating equipment (such as electric stoves, electric heaters, heat quickly, induction cookers, rice cookers, etc.) without permission in the student dormitory building. If the dormitory is out of power due to violation of the regulations, the electricity can only be restored after students apply to the college and the dormitory management department receives the handling opinions of the college. And the interested parties shall be held accountable for the consequences according to relevant regulations. In case of a power outage due to tripping or other reasons, students shall report to the dormitory management department for repairs. It is strictly forbidden to open the power distribution room without permission; otherwise, the students themselves shall be responsible for the consequences.

Chapter VII Penalties

Article 36 If students who live in dormitory violate the dormitory management regulations, dormitory conventions and other related systems of the university, the education through criticism may be given according to the circumstances or appropriate punishment may be given in accordance with the Administrative Regulations for Students of Fujian Agriculture and Forestry University:

(1)Those who change the student dormitories, take up, lend or rent student dormitories or beds without authorization, and do not correct after education through criticism shall be given the punishment above warning based on the circumstances;

(2)Those who accommodate outsiders without authorization shall be given the punishment of warning, and those who accommodate the opposite sex or stay in the dormitory of the opposite sex shall be given the punishment above demerits.

(3)Those who illegally use high-power electric heating equipment or other electrical appliances in the student dormitory area, burn sundries or use open flames for lighting, pull wires or network cables without permission, and do not correct after education through criticism shall be given the punishment of warning; those who cause a fire because of smoking, using open flames or illegal use of electricity shall be given the punishment above demerits;

(4)Those who live outside without approval shall be given the punishment of severe warning;

(5)Those who keep pets in the student dormitory building and do not correct after education through criticism shall be given the punishment above warning based on the circumstances;

(6)Those who post advertisements and engage in pyramid selling and business operations in the student dormitory area without approval and do not correct after education through criticism shall be given the punishment above warning based on the circumstances;

(7)Those who return to the dormitory after the prescribed time for entrance, fail to register as required and do not correct after education through criticism shall be given the punishment of warning;

(8)Those who spend the night outside without approval shall be given the punishment of severe warning;

(9)Those who conduct religious activities such as preaching and religious gatherings shall be given the punishment above severe warning based on the circumstances;

(10)Other violations of student accommodation management regulations shall be given the punishment above warning based on the circumstances.

Chapter VIII Supplementary Provisions

Article 37 These Measures shall be interpreted by the International College and will be implemented from the date of publication. The relevant provisions of the Interim Administrative Regulations of Student Accommodation of Fujian Agriculture and Forestry University (M.N.L.D.H.Q. [2017] No. 16) shall be applicable to any matters not covered.
